Protection of the Migratory Caribou Herds
Following the presentations delivered at the community meeting held on December 8, 2025, regarding the status of the George River and Leaf River migratory caribou herds, the Council and the Hunter Support Program (HSP) Committee of the Naskapi Nation of Kawawachikamach (NNK) acknowledge that the George River herd remains at very low population levels and that the Leaf River herd is in a fragile state and experiencing a significant decline.
George River Herd
Considering this situation, and in keeping with Naskapi values of respect, stewardship, and responsibility toward the land and wildlife, both Council and the HSP Committee strongly encourage our community members not to hunt the George River herd.
Leaf River Herd
Considering the fragile state of the Leaf River herd, the Cree Nation Government (CNG) has issued a statement strongly encouraging Cree beneficiaries not to harvest the Leaf River herd, in order to slow the herd’s rapid decline and support its recovery. In order to respect this position, Council and the HSP Committee strongly recommend that Naskapi beneficiaries do not hunt in the Caribou Zone within the Cree Area of Primary Interest.
Naskapi beneficiaries maintain their right to hunt within the Naskapi Sector and within the Caribou Zone located in the Inuit Area of Primary Interest, north of the Naskapi Sector, if the Leaf River herd is present in that region. Before undertaking an individual hunt in this Caribou Zone, members are invited to inform George Guanish of the HSP Committee, at gguanish@naskapi.ca, so that the NNK may notify Makivvik representatives prior to the hunt.
Council and the HSP Committee have not yet determined an orientation regarding the most appropriate course of action for this year to protect the Leaf River herd, including whether to limit harvesting or adopt a voluntary hunting ban. To guide community discussion and decision-making on this important matter, an online survey was prepared to gather community input on the preferred course of action. Until a course of action is decided upon, Council and the HSP Committee strongly encourage hunters to harvest only what they need from the Leaf River herd.
Protection of the Caniapiscau Woodland Caribou
Council and the HSP Committee also strongly recommend not hunting south and southeast of the Caniapiscau Reservoir, an area that overlaps significantly with the distribution range of the endangered Caniapiscau woodland caribou herd. In this region, woodland caribou often mix with the Leaf River herd, increasing the risk of unintentional harvesting of this strictly protected population.
Collaboration with the other Nations
Ensuring sustainable access to caribou requires a collective commitment to the long‑term conservation of both migratory herds, as well as the maintenance of respectful and cooperative relationships with other Nations who also depend on these herds for subsistence. In this spirit, the NNK seeks to strengthen collaboration with other Nations in the development and implementation of shared management plans and strategies securing the viability of these herds and our livelihoods, cultures, and traditions that depend upon them.

À la suite des présentations faites lors de la rencontre communautaire tenue le 8 décembre 2025 concernant l’état des troupeaux de caribous migrateurs de la rivière George et de la rivière aux Feuilles, le Conseil de la Nation naskapie de Kawawachikamach (NNK) et le comité (le « Comité ») du programme naskapi de soutien aux chasseurs reconnaissent que le troupeau de la rivière George demeure à des niveaux de population très faibles et que le troupeau de la rivière aux Feuilles est dans un état fragile et connaît un déclin important.
Troupeau de la rivière George
Compte tenu de cette situation, et conformément aux valeurs naskapies de respect, de saine gestion et de responsabilité envers le territoire et la faune, le Conseil et le Comité encouragent fortement les membres de la communauté à ne pas chasser le troupeau de la rivière George.
Troupeau de la rivière aux Feuilles
Étant donné l’état fragile du troupeau de la rivière aux Feuilles, le Gouvernement de la Nation Crie (GNC) a publié une déclaration encourageant fortement les bénéficiaires cris à ne pas récolter sur ce troupeau, afin de ralentir son déclin rapide et soutenir son rétablissement. Dans le but de respecter cette position, le Conseil et le Comité recommandent fortement aux bénéficiaires naskapis de ne pas chasser dans la Zone Caribou située dans la Zone de droit d’usage prioritaire pour les Cris.
Les bénéficiaires naskapis conservent leur droit de chasser à l’intérieur du Secteur Naskapi et dans la Zone Caribou située dans la Zone de droit d’usage prioritaire pour les Inuit, au nord du Secteur Naskapi, si le troupeau de la rivière aux Feuilles est présent dans cette région. Avant d’entreprendre une chasse individuelle dans cette Zone Caribou, les membres sont invités à informer George Guanish, du Comité, à l’adresse gguanish@naskapi.ca, afin que la NNK puisse aviser les représentants de Makivvik avant la chasse.
Le Conseil et le Comité n’ont pas encore déterminé l’orientation la plus appropriée à adopter cette année pour protéger le troupeau de la rivière aux Feuilles, notamment quant à la possibilité de limiter les prélèvements ou d’adopter une interdiction volontaire de la chasse. Afin d’orienter les discussions et la prise de décision de la communauté sur cette question importante, un sondage en ligne a été préparé pour recueillir l’avis de la communauté sur l’option à privilégier. En attendant qu’une orientation soit déterminée, le Conseil et le Comité encouragent fortement les chasseurs à prélever seulement ce dont ils ont besoin sur le troupeau de la rivière aux Feuilles.
Protection du caribou forestier de Caniapiscau
Le Conseil et le Comité recommandent également fortement de ne pas chasser au sud et au sud-est du réservoir de Caniapiscau. Cette région chevauche de manière importante l’aire de répartition du troupeau de caribous forestiers de Caniapiscau, une population considérée comme menacée. Dans cette région, les caribous forestiers peuvent se mêler au troupeau de la rivière aux Feuilles, ce qui augmente le risque de prélèvements accidentels de cette population strictement protégée.
Collaboration avec les autres Nations
Assurer un accès durable au caribou nécessite un engagement collectif envers la conservation à long terme des deux troupeaux migrateurs, ainsi que le maintien de relations respectueuses et coopératives avec les autres Nations qui dépendent également de ces troupeaux pour leur subsistance. Dans cet esprit, la NNK cherche à renforcer la collaboration avec les autres Nations dans l’élaboration et la mise en œuvre de plans et de stratégies de gestion partagés visant à assurer la viabilité de ces troupeaux, ainsi que de nos moyens de subsistance, de nos cultures et de nos traditions qui en dépendent.
